In 1919 the Institute decided to inaugurate a Gold Medal. In 1963 the Council adopted new regulations, and awards of Gold and Silver Medals were made until Council further revised the regulations in 1985 including the replacement of the former Silver Medal by the Finlaison Medal. The rules now read:

• The medals are to be awarded on such occasions as the Council may deem fit
• No medal shall be awarded unless nine-tenths of those present at a Council meeting (of which, and of the subject to be discussed, due notice has been given) vote in favour of doing so
• An Institute of Actuaries Finlaison Medal may be given in recognition of service to the actuarial profession in furtherance of one or more of the various objects as set out in the Royal Charter
• An Institute of Actuaries Gold Medal is to be given only in honour of work which is of pre-eminent importance, either in originality, or content, or consequence, in the actuarial field
• So far as published work is relevant, it may be considered for the purpose of making an award, even if it did not appear in the Journal
