Thomas Behar, President of the Institut des Actuaires in France, has been nominated to stand on the 2015 IFoA Honorary Election

Thomas Béhar is the current President of the Institut des Actuaires in France, where he has played a key role in raising the profile of the actuarial profession and championing the expansion of the role of actuaries 

Recently, this has included the development of the Institut’s new Data Science qualification.  The IFoA already enjoys a good relationship with Thomas through his international work and recognises that there are many areas of common interest between the IFoA and the Institut. 

Thomas has contributed greatly to the international actuarial community through his prominence in the International Actuarial Association (IAA) and in the Actuarial Association of Europe (AAE) (formerly Groupe Consultatif)

He has served on the IAA’s Executive Committee and was recently appointed as the inaugural chair of the IAA’s Scientific Committee, which oversees the IAA’s working groups on resource and environment, micro-insurance, mortality and population issues.  He has been actively involved in the work of the AAE through its Standards Project Team and as a member of its Standards Freedoms and Professionalism Committee. In his work with the Institut, AAE and IAA, he has played a key role in the development of standards and guidance.

A strong advocate of professionalism, Thomas was instrumental in the inclusion of mandatory CPD within the French actuarial profession

He was a member of the European Insurance Occupational Pensions Authority’s (EIOPA) advisory board on Insurance and Reinsurance Stakeholder Group (ISRG), and he sponsors the AAE’s Solvency ll project.

Thomas began his career at France’s insurance supervisor, Commission de Contrôle des Assurances, before joining the Caisse des Dépôts.  He currently works for France’s largest personal insurer, CNP, where he is the Group Chief Actuary and a member of its Executive Committee.

He is a lecturer in actuarial science at several prestigious universities in Paris and was co-author of the book “Assurance: comptabilité, réglementation, actuariat”, published in 2002

He became a Knight of the Mérite order (France) in 2012.
