The Protection, Health and Care Conference is an annual conference aimed at all insurance professionals with a passion for harnessing insurance risk in their organisations. The conference uses a combination of workshops by individuals who work at the coalface and ‘big name’ experts to explore how innovation, technological/medical advances, the political landscape and other market development will impact the Protection, Health and Care markets.

With a new, majority Government now six months into the job, this plenary will explore how the current political landscape might finally lay the foundations for credible and sustainable reform on social care. Join this expert panel of Damian Green MP, Baroness Brinton and a Labour representative (tbc) to hear how the three main political parties see the care debate evolving over the course of this Parliament, particularly in light of the Prime Minister’s comments about wanting to achieve reform through cross-party consensus. Chaired by immediate past-President Jules Constantinou, the panel will also explore how parliamentarians see the role of insurance in helping individuals to meet care costs and how the actuarial skillset can help to solve one of the biggest public policy issues facing the country.

A1: Mental Health Underwriting - updating for current medical practice

Traditional approaches to mental health underwriting are based on historic data and medical practices.  These practices have moved on significantly, impacting on how we interpret historic data and the impact on future mortality and morbidity.  

This session will cover how we have challenged conventional approaches to underwriting and risk selection to develop an approach that aligns current practices, customer and broader interests with robust risk assessment.

A2: Data Analytics Transformation: collaboration with CarePlus (Brazil)

The talk will discuss the recent collaboration between Bupa Global Healthcare Management and CarePlus Data and Analytics team. We intend to discuss the current health insurance market in Brazil, and CarePlus position in the market. Moreover, we will showcase the implementation of data analytics and machine learning to support different business functions.

A3: Long term absentees – risk mitigation or discrimination

Across the globe different group (employee benefits) markets treat groups with known long term absentees differently. Sometimes individuals lose cover just when they need it most. We consider the pros and cons of how different markets deal with this issue and focus down on the ethics of using long term absentees as a rating factor in a product that has its roots in social insurance.

B1: Can we manage Diabetes risk for healthier outcomes - Diabetes WP

The insurance industry currently underwrites customers with diabetes based on a range of factors, medical expertise and various medical studies. The work undertaken by the WP would help the industry to approach this using current research findings to update and enhance how potential risk from diabetes is considered. This includes the need to understand the underwriting implications as treatments improve, and potentially to develop new products that are tailored to those with diabetes. The WP will present our latest findings in the management of this important chronic condition which will include research in collaboration with the ARC.

B2: Impactability Modelling for Population Health Management  - Population Health Management WP

Population Health Management considers the distribution of health outcomes within a population and how to impact these outcomes in the most optimal way for the group as a whole. The initial report of the Working Party focusses on the specific topic of impactability modelling, an area where actuarial skills can help bring insight to some of the strategic challenges the NHS and other health systems are facing. This session will provide an overview of the working party's research including defining impactability and impactability modelling, discussing some examples of specific modelling approaches, considering the practical challenges across the NHS as well as wider public perception and ethical issues.

B3: E-cigarettes Working Party  

The IFoA working party on e-cigarettes has been working on the topic for a few years and issued a paper in February 2020. Niel Daniels will give a summary of the paper & the work done by the group. The paper covers various topics such as relative risk of e-cigarettes, their effect on quit rates as well as things like underwiring & claims issues.

C1: Everything is Onions

We go on a fascination excursion from motorway service stations to BBC4 quiz shows and from Netflix to anti-litter campaigns to explore the parallel worlds that inform us as to how behavioural economics permeates and shapes our industry.  Along the way we seek enlightenment on key questions such as ‘Is it ok to cheat your insurance company?’, ‘Does price matter?’ and ‘Should we really be talking about a protection gap?’ Audience participation is a must. Come to this talk, all of your colleagues are!

C2: Dementia and insurance: cognitive protection

With the rising prevalence of dementia, how can we manage this risk effectively and can insurance do more?

In 2025, the number of people living with dementia in the UK will pass one million. But yet incidence has fallen at all ages in recent years. How well do we understand the diseases which cause dementia? Can we predict who might develop dementia? What is technology's role? Matt Singleton, Ageing Lead at Swiss Re, will cover these topics and how insurance could help people address their concerns.

C3: Medical underwriting triage: An end-to-end machine learning case study

As PartnerRe grows its presence on the Canadian market for individual life insurance, this presents a challenge.  The growth means that our local medical underwriting team has to handle 25 percent more cases every year.  A real world overview of how AI can help.

This is a valuable opportunity for delegates to hear from the IFoA’s Actuarial Monitoring Scheme (AMS) Team about the ongoing programme of Thematic Reviews which form part of the AMS.

The presenters will explain more about the reviews and planned outputs as well as talking about future plans for the Thematic Review Programme.

The session will also include an update on changes being made to the IFoA’s CPD Scheme. Delegates will have an opportunity to ask questions about the changes and what that will mean in practice.

D1: Engagement and innovation for the next generation consumer

Using new and unique research and data from the UK, US, Sweden and China,  this presentation investigates how consumers use the internet through their insurance journey and analyzes the role culture and generation plays in their online behaviour. We use this research to show the online landscape for insurance sales in the UK and suggest ways to shape new products and effectively engage with the consumer who is buying them.

D2: Gene Modification

CMO Dr O'Brien will discuss the impacts of Gene Modification for life/health insurance. 

Affordable gene sequencing and initiatives such as the 100 000 genome project, have provided information on genetic links to many diseases. Precise gene abnormalities for previously described genetic diseases can now be identified. This identification can facilitate avoidance of these conditions by pre-implantation diagnosis. The next step is to see how these genes can be manipulated to correct the abnormalities. Exciting techniques such as CRISPR and viral vectors show promise in treating some serious and devastating diseases. The ability to change genes does however predictably pose ethical dilemmas

D3: Critical illness definitions - continuing challenges

Phil Cleverley, SCOR’s chief underwriter, gives his views on recent CI definition wording developments and where coverage should or could go in future.

CI definitions in the market have changed significantly in the last few years with more conditions being added, others combined and coverage generally increasing. This is good for the consumer only in as far as anti-selection and confusion at claim stage can be avoided. Phil discusses where these issues might be found in the market currently.

F1: Around the World in 80 claims: Results of Global IP Claims survey

In this session we will present the results of an international survey of claims assessors. Bringing out key similarities and differences in claims practices in different locations and their impact on the management of disability claims.

F2: Cancer morbidity risk modelling – regional variation over time 

Modelling the structure and trends of cancer morbidity risk is important for pricing and reserving in related health insurance fields such as critical illness insurance and care provision. We model the dynamics of cancer incidence over time in different regions in England, using 1981-2016 ONS data. The modelling allows estimation of cancer rates at various age, year, gender and region levels, following a Bayesian setting to account for statistical uncertainty. Our analysis indicates significant regional variation in cancer incidence rates.

F3: Learnings from our first climate-change related disclosures (TCFD)

The PRA have made clear their expectation that climate change will be mainstreamed in insurance businesses’ risk frameworks. The first step in this journey is to measure exposure to climate changes’ many aspects and disclose them – even if only internally!

In this talk we will outline the steps Aviva took in pulling together our first large-scale disclosures on the exposure of our business to climate change published in March 2019; in line with the recommendations of the Taskforce on Climate-related Financial Disclosures. After touching on why insurers have such an important role in climate change, we'll cover a brief “how-to” guide for those who have not yet embarked on thinking about these topics before giving a case study of how the learnings from a TCFD disclosure exercise can be applied to investment portfolios.
