The Institute and Faculty of Actuaries (IFoA) has published its core narrative on investing in infrastructure.  This paper highlights the IFoA's key messages and the work of our members.

Background

Last year the IFoA's Policy team worked with the Boards to identify the key policy priorities for the IFoA.  These priorities were identified as:

  • ageing population
  • the future of investment policy
  • regulatory policy
  • resource and environment.

Under each of these priorities a series of policy issues has been identified where actuarial expertise can add value to the policy debate.

Within the future of investment policy we have identified infrastructure investment as a policy issue where actuaries can add a unique contribution to the policy debate.

This paper discusses infrastructure investment, looking in turn at recent developments in infrastructure investment by pension funds, life insurers and in risk management.  We believe well-chosen infrastructure investments can provided long-term, inflation-linked cash flows, and are tangible assets that can support sustainable and socially responsible investment.
