This is a joint event with Independent Age to launch our report assessing changes to social care funding policy and the potential implications of those changes. The report aims to encourage Government to develop a social care system that is sustainable in the long term as soon as possible as the current system is in crisis and is likely to worsen in the face of an ageing population.  

As the 2017 General Election demonstrated, there is great debate about the precise way in which a social care cap, combined with a means-test, should be designed.   This report further explores that debate and assesses the implications of various proposed care caps as a means of limiting the amount individuals have to contribute towards their own care.  A carefully designed care cap could provide a means of social insurance, which previously has not existed, in order for families to plan for later life with certainty.

Contributors from the IFoA and Independent Age will be joined by:

  • Sir Andrew Dilnot chaired the Commission for Funding of Care and Support in 2010 which published the report Fairer Care Funding in July 2011. He is the former director of the Institute for Fiscal Studies and Chairman of the UK Statistics Authority.
  • David Brindle is the Guardian's public services editor.  Having worked for the Guardian since 1988, David has received numerous awards for his coverage of health and social care issues. He is also a board member of Richmond Fellowship, a charitable provider of mental health services, and Chair of the National Development Team for Inclusion.
  • Janet Morrison, Chief Executive of Independent Age has overseen a transformation of the charity’s strategy and service model to focus on national advice and befriending services and campaigning for older people. She is a founder of the Campaign to End Loneliness, Chair of the Baring Foundation, an independent Director of Reconnections and a member of the Advisory Board of the NIHR School for Social Care Research. She was previously Deputy Chief Executive of NESTA.
  • Dominic Carter is a Senior Policy Officer with the Alzheimer’s Society and policy lead for the Society on social care, public health and the care workforce. He recently reported on the findings of the nation’s largest ever consultation of people affected by dementia, Turning Up the Volume. He also led research on the third phase of the Society’s Fix Dementia Care campaign, profiling the need for the sector to provide quality dementia-specific training to support care workers.
  • Tom Kenny, Chair of the IFoA’s Products Research Group, Equity Release Mortgages Working Party and Deputy Chair of the Life Research Committee.  He has been the Head of Actuarial: Retirement Lending and International for the Just Group since 2011, with a focus on equity release mortgages and long term care insurance.
