Universal health coverage in Egypt: historical and current reforms, and how actuarial skills are used in future developments

Over the last two or three decades, healthcare sector reform in Egypt has been on consecutive governments agenda. As a priority in Egypt's Sustainable Development Strategy Vision 2030, the government adopted the Social Health Insurance law in 2018 – the first step towards the creation of universal health coverage (UHC).

In this session the speakers will explore the history of healthcare reform attempts as a prelude to examining the resilience of the current reform. The discussion will highlight the successes and barriers to change so far and shed light on the anticipated future. The discussion will also review the extent of actuarial expertise and principles encompassed in the valuation of the financial impact and sustainability assessment of the implementation of UHC in Egypt. The session will conclude with discussion of the potential role of actuaries in ensuring a functioning public-private partnership.

Speakers: 

Mai Farid, Assistant Minister of Finance for Economic Justice, Egypt

Mai is responsible for developing a strategic framework for the Social Protection and Subsidy reform programs that ensure the social and financial impact of implementing these policies, working on conducting Actuarial valuations with extensive experience in Health Insurance strategies. She was also assigned as Subject Matter Expert for Social Protection, and for Universal Health Insurance.

She has been working on the new Universal Health Insurance Law and was a member of the National Committee for drafting the Law. She was also responsible for carrying out the actuarial study on the financial impact and sustainability of the new SHI system. Currently she’s leading the project at the Ministry of Finance and a key player in the New Universal Health Insurance Authority as well, along with many technical committees established for the implementation of the system and the transition period arrangements.

 

Dr Alaa Hamed, Advisor at the WHO Strategic and Technical Advisory Group

A health professional specialized in health equity and efficiency, interested in approaches for private sector engagement in the health sector to achieve universal health coverage. More than 35 years of experience working in health and human development on regional and country projects in the Middle East/ North Africa and Sub-Saharan Africa. A Medical Doctor with a Doctorate Degree in Public Health. Specialized in policy dialogue, technical assistance for advisory services and analytics, design and implementation of projects in areas related to public health, health systems, population, nutrition, and social protection. Integrator promoting multi-sectoral approaches for human capital development. Was the Team Leader for Egypt, Yemen and Sudan. Worked for the World Bank, UNICEF, Plan International, Egypt's Ministry of Health and Health Insurance Organization and the private sector.

Mohamed Elsheemy, Commercial Negotiations and Access Analyst, Commercial Medicines Directorate, NHS England

Mohamed is a Medicine Access Analyst at the Commercial Medicine Directorate in NHSE&I. He supports the commercial activity of new innovative drugs at the NHS in England, working for a commercial team that negotiates with pharma companies to agree commercial arrangements, and promoting innovation. Prior to that, he worked in health and social care data analytics. His 10+ years of experience in the health and social care space, varied between working in academia, public health and in private health insurance.

Currently Mohamed is a member of a number of IFoA working groups: Population Health Management, Social Care, and the committee for Health and Care Lifelong Learning.
